ATD-2 Phase 3 Briefing to FAA Fort Worth District Manager and Staff

The NASA Airspace Technology Demonstration 2 (ATD-2) team provided a briefing on Phase 3 to the Fort Worth Center district manager and support staff on May 7, 2019. The support staff included air traffic managers from Dallas-Fort Worth (DFW) Tower, DFW TRACON, Fort Worth En Route Center and their National Air Traffic Controller Association (NATCA) representatives. The briefing encompassed a high-level overview of ATD-2 and integrated involvement with several planned future systems that will be utilized in the National Airspace System. A history of Federal Aviation Administration (FAA) and Industry involvement was also outlined with particular emphasis on NASA’s continuous participation in Collaborative Decision Making groups and forums. The briefing concluded with an operational discussion and overview of the operational concepts planned for Phase 3. The district manager and staff expressed full support of Phase 3 as the project continues to move forward. (POC: Greg Juro)

ATD-2 Assessment of Ramp Times 4 (ART-4) Human-in-the-Loop Simulation

The Airspace Technology Demonstration 2 (ATD-2) Experiment team completed two weeks of testing the Assessment of Ramp Times (ART) 4 Human-in-the-Loop (HITL) simulation (April 22 – May 3, 2019) at NASA Ames Research Center’s FutureFlight Central (FFC). The ART studies simulated surface metering events and collected feedback from ramp controllers and managers to refine the ATD-2 tools for field operations. Participants included both active and retired Federal Aviation Administration (FAA) and American Airlines controllers, traffic management coordinators, and American Airlines ramp controllers, and were also supported by pseudo-pilots. Participants managed traffic per normal Dallas-Fort Worth (DFW) operations while the ramp control participants worked to meet surface metering advisories for pushing aircraft off of the gate and/or for delivering aircraft to the Spot between the ramp and the airport movement area (AMA). The FFC environment includes a 360-degree tower cab to simulate airline ramp operations, and a 270-degree out-the-window view to simulate the air traffic control tower (ATCT). Three traffic scenarios were built based on live DFW operations from the summer of 2018. The ramp and ATCT controllers managed surface traffic in the simulation using the Ramp Tower Console (RTC), Ramp Manager Tower Console (RMTC), and the Surface Trajectory Based Operations (STBO) Client ATD-2 user interfaces. The ATD-2 experiment team also hosted visitors/observers from various organizations during the simulation, including the Deputy FAA Administrator (acting), FAA TBFM Advisor, American Airlines’ Operations Systems and Planning department, and FAA Technology Development & Prototyping Division (ANG-C52). NASA ATD-2, Phase 3 Meeting with FAA Field demo partners in North Texas

On May 2, 2019, the NASA Airspace Technology Demonstration 2 (ATD-2) team and its North Texas region Federal Aviation Administration (FAA) field demo partners discussed the proposed operational use of the ATD-2 Phase 3 capability that will be utilized in the field in Summer 2019. The team met with local National Air Traffic Controller Association (NATCA) representatives, traffic managers of Fort-Worth En Route Center, Dallas Terminal Radar Approach Control, Dallas Love Tower, and Dallas/Fort-Worth Air Traffic Control Tower. The groups discussed the use of the National Traffic Management Log (NTML) for integrating restrictions in the Metroplex Planner, identifying specific coded departure routes (CDR) that will be utilized, potential feedback venues, training requirements and appropriate scenarios to test at the initial stages of the project. The discussion was followed by a hands-on demonstration of the equipment. The FAA field demo partners will be participating in a meeting with operators that will be using the system on May 9, 2019. On April 29, 2019, the Airspace Technology Demonstration 2 (ATD-2) field demo partners from the Federal Aviation Administration’s (FAA’s) Charlotte air traffic control facility and American Airlines’ Hub Control Center (HCC, i.e., ramp control facility) joined with NASA personnel to host the FAA Administrator, Mr. Daniel Elwell. The visit included a briefing and ATD-2 system demonstration from the former National Air Traffic Controllers Association (NATCA) representative for ATD-2. The Administrator then toured the facility, interacted with FAA personnel and observed use of ATD-2 equipment in the air traffic control tower and terminal radar approach control (TRACON). After touring the FAA facility, the Administrator met with American Airlines executives and observed ATD-2 surface departure metering at American Airlines’ CLT HCC. The Administrator expressed his positive impression of the collaborative nature of ATD-2-enabled operations in Charlotte, and the importance of technology transfer to both FAA and Industry. ATD-2 Demo at Future Flight Central for FAA Deputy Administrator and NextGen Chief Scientist

On April 24, 2019, the FAA Deputy Administrator, Mr. Carl Burleson and the FAA Office of NextGen Chief Scientist, Mr. Steve Bradford, toured the Airspace Technology Demonstration 2 (ATD-2) human-in-the-loop (HITL) data collection activities underway at the FutureFlight Central (FFC) facility. Additional participants included the ATD-2 FAA NextGen leads, National Air Traffic Controllers Association ATD-2 lead, NASA Ames Aeronautics Director, ATD Project representatives and Aviation Systems Division management. The visit included an overview of the FFC facility, description of ATD-2 surface metering, discussion of benefits, explanation of the experiment design and an opportunity to observe the ongoing HITL data collection. The HITL study focused on evaluating the ATD-2 tools under surface metering events, the results of which will be used to refine the tools prior to field operations.
